Entitlement Communities
The CDBG Entitlement Communities Block Grant Program provides annual grants on a formula basis to entitled cities and counties to develop viable urban communities by providing decent housing, revitalizing neighborhoods, providing improved community facilities and services, creating a suitable living environment and expanding economic opportunities. Entitlement communities develop their own programs and funding priorities, giving maximum feasible priority to activities which benefit LMI persons.
There are FOURTEEN Entitlement Cities in Arkansas. Because HUD awards grants directly to these communities, they are NOT eligible for CDBG funding from the State programs.
