PURPOSE:

The Clean Water Act (CWA) Amendments of 1987 (Pub. L. 100-4) authorize the CWRLF  program to assist public wastewater systems to finance the cost of infrastructure needed to achieve and maintain compliance with CWA requirements and to protect public health.  Arkansas ACA §15-5-900 et. al. created the Construction Assistance Revolving Loan Fund program.

TIME FRAME:

1 Yr. for Planning and Design:  Engineering Report, Environmental Review and Plans & Specs
1 – 2 Yrs. for Construction:  The length of time for Construction is set by the type of project
1 Yr. for Project Performance Period:  This is time used to verify the project works as planned

TYPE OF PROJECTS:

New Collection Systems	Rehabilitation of existing Collection Systems
New Treatment Systems	Rehabilitation of existing Treatment Systems

ELIGIBLE ENTITIES: (public entities)

Cities	Towns
Counties	Public Facilities boards
Improvement Districts	Other Public Entities

TYPES OF ASSISTANCE:

 Low Interest Loans
 3.00% for loans of less than 10 years
 3.25% for loans 10 years or more up to 20 years or life of project which ever is less

Loans are limited to the life of the project
